If you still are having trouble obtaining authorization


Before continuing, please be sure:
    that you are eligible for free downloads of NBER Working Papers.
    if you are eligible for free downloads, that you have tested if our system recognizes you as authorized. *
If you have determined that you are eligible for free downloads but the system does not recognize you as authorized, there are two possibilities:
    You may be accessing the Internet from a computer which is not authorized for free access because it does not have an eligibe domain name. This will be the case if you are using a commerical ISP such as AOL, using a computer away from your organization's network, or using an ISP which assigns a new IP address each time you connect to the Internet. In such cases, we offer individual logins which allow Working Papers access from any computer.
    If you are having trouble obtaining authorization for a computer which is in an authorized domain (i.e. a developing country or eligible organization's network), we offer further authorization help.

* When you go to NBER Working Paper w0000, you will see one of the following:

    If you see "This paper is available in PDF (2 K) or HTML(0 K) format" at the bottom, then you are authorized for free downloads. Problems downloading Working Papers are not due to authorization. Visit our Working Paper help pages for more help.
    If the system does not recognize you, you will see a link called "add this paper to your order basket." Follow the above instructions for help.
